• Take a lead role with the HR team in the development of a strategic Learning and Development Framework and associated policy, building on the findings of a recent organisational review and mid-term strategy review, and aligned with the Marine Institute’s strategic objectives, HR priorities, workforce capability needs and organisational values.
• Work collaboratively with the Senior Leadership Team, managers and staff to identify learning and development needs across all career stages, ensuring a structured and inclusive approach to capability development that supports both current and future organisational requirements.
• Review existing learning and development practices, relevant organisational reviews, strategic priorities, public sector requirements and best practice to inform the design of a practical, sustainable and measurable framework.
• Develop implementation, governance and reporting arrangements to support the effective delivery, monitoring, evaluation and continuous improvement of learning and development activities across the organisation, ensuring the framework reflects the Marine Institute’s culture and values and can be effectively embedded across all levels of the organisation.
• Produce the required policy, framework, supporting procedures, guidance materials, templates and tools to enable successful organisation-wide implementation and ongoing management of the Learning and Development Framework.

Qualifications / Skills / Experience / Competence / Capability Requirements

• Significant senior-level experience in organisational learning and development, capability building, human resources strategy, stakeholder engagement, policy development, facilitation, change management and the successful delivery of strategic projects and initiatives.
• Demonstrated ability to translate organisational strategy and business priorities into practical, innovative and measurable learning, development and capability-building interventions that support organisational performance and culture.
• Strong interpersonal, communication and influencing skills, with the ability to build effective relationships and engage confidently with a broad range of internal and external stakeholders.
• Proven experience in leading and facilitating organisational development initiatives, managing competing priorities and delivering outcomes in a complex and evolving organisational environment.
• A relevant third-level qualification (NFQ Level 8 or equivalent) in Human Resources, Organisational Development, Learning and Development, Education, Business, Psychology, or a related discipline.
• A postgraduate qualification, recognised coaching qualification and/or professional accreditation in Human Resources, Learning and Development, Organisational Development or a related discipline, would be desirable.
