Job Title: Information Services Manager
 
Contract Term: Permanent 
 
Reports to: Director of Enterprise, Employment and Sustainability
 
Role Purpose: To plan, monitor and manage the Authority’s information and communication technology function and demonstrate leadership in the use of Irish in the digital age.
 
Strategic Leadership

  • Develop and implement IT and digital strategy aligned with the organisation’s business objectives, taking into account best practices, and staying informed about new developments in the IT field, and implementing a disaster recovery plan, as well as a business continuity plan
  • Function as director of the digital transformation program, improving operational efficiency and user experience
  •  Provide leadership in establishing, growing and operating Digital Centers across Ireland as centers of innovation and excellence 

Operational and Technical Management

  • Provide customer-focused service, and deliver a high level of service to customers — ensure the team responds to customer inquiries promptly and professionally, coordinate with third-party suppliers promptly to ensure effective response, monitor service level and report on relevant key performance indicators (KPIs)
  • Stay up to date with new developments in Information Technology, and train as necessary to stay ahead of trends and changes, and to ensure a high level of customer service
  • Implement IT changes as necessary, ensuring smooth transitions to new systems and minimizing impact on users
  • Manage the entire IT system including networks, systems, cloud platforms and cybersecurity
  • Ensure consistent service delivery, system reliability and business continuity across all sites
  • Manage relationships with suppliers, purchases and technology contracts – ensuring value for money
  • Input and leadership on IT-related projects, working across different departments to achieve the best outcome for those projects
  • Ensure policies and procedures are implemented, up to date, and central to the organization
  • Collaborate with other state departments and agencies to identify process improvements and efficiencies through the use of technology
  • Report regularly to the organization’s senior management on IT projects, performance, and plans for the future
  • Ensure the organization complies with relevant regulations such as GDPR and government IT standards
  • Migrate business support systems and data from the current server to the cloud (Azure Cloud or similar)

Innovation and the Digital Centers (Gteic)

  • In partnership with the GTEic Leader, collaborate with start-ups, academic institutions and technology communities to encourage innovation
  • Ensure the Digital Centers operate as enablers to trial emerging technologies and digital initiatives
  • Encourage knowledge sharing and scaling of successful innovations across the network

Governance and Compliance

  • Ensure IT systems and processes comply with legal, regulatory and data protection requirements
  • Lead internal audits, risk assessments and compliance initiatives related to technology

Academic Qualifications

  • Education to an appropriate level for an Assistant Principal Officer in a State organization, linked to a postgraduate qualification or other appropriate professional qualification
  • Honours degree in Computer Science, Information Technology, software engineering or related field

Requirements:

  • 5+ years’ experience in IT management or IT projects in a medium or large organisation
  • Certification in ITIL, PRINCE2, or similar project management
  • Strong understanding of IT technologies, including databases, networks, cloud computing, and information security
  • Competence in resource management, budget planning, and risk management
  • Strong oral and written communication skills to work with various stakeholders
  • Ability to lead and motivate teams to achieve goals
  • Ability to solve complex problems and make strategic decisions
  • Expertise in Microsoft 365 and similar core systems and others in the public sector or the ability to quickly acquire clear understanding
  • Experience managing remote work and dispersed teams
  • Fluency in Irish and English
  • Basic knowledge of artificial intelligence technologies and their potential applications
