Job Description

 

The jobholder will report directly to the Procurement & Contracts Manager.  In addition, the job holder will work with budget holders and their nominees, approved purchasers (designated buyers) technical specialists,  Bursars Office, Financial Accounting and Management Accounting Office, legal advisors and other staff involved in the procurement of supplies and services and works related contracts throughout the organisation.

The jobholder will also have general contact with:-

  • All contracted suppliers 
  • UPCOG (University Procurement & Contracts Officers Group)
  • Procurement personnel in other universities and public bodies
  • The Office of Government Procurement (OGP)
  • The Education Procurement Service (EPS)

 

 

 

To provide a comprehensive procurement service to all purchasers and budget holders.  The jobholder will act as a partner and give best practice advice and support to all staff involved in procurement of goods and services and works related, with particular emphasis on customer service, VFM and compliance with EU Directives, government procurement guidelines and in-house procurement policy and procedures.

 

 

 

 

  • Assist with the development and implementation of procurement policy and procedures, corporate and procurement plans in agreement with Procurement & Contracts Manager
  • Assist with the design and implementation of a cost reduction programme.
  • Provision of on-going customer service, support and expertise to colleagues in relation to:
    • compliance with EU, Government and in-house procurement rules
    • procurement best practice and value for money
    • management of procurement risks
    • sourcing of innovative solutions
  •  Provision of monthly reporting and analysis of Agresso procurement activity
  • Establishment / renewal of assigned centralised contracts and agreements
  • Publish and maintain of all  tender notices on eTenders government website
  • Manage general procurement routines
  • Assist in the design and development of standardised procurement related documentation.
  • Design and deliver in-house procurement related training courses:-
  • Participate in fortnightly project review meetings with Unit Head

 

 

The jobholder must also have the following minimum qualifications and experience:

  • Proven and demonstrable Project Management skills
  • Excellent analytical and ICT skills
  • Certificate in Public Procurement. 
  • Good knowledge of procurement best practice and tender evaluation is desirable
  • A primary university degree is highly desirable:- 
    • Business Degree qualification where Legal/Contract Law was included as a module
